A December report from the Office of Insurance Regulation makes the case for continued operation of the OIR's Business Development and Market Research Unit. OIR Commissioner Kevin McCarty created the BDMR in 2005 to oversee the expansion and retention of Florida's insurance company marketplace and to serve as the information clearinghouse for the collection of dissemination of insurance data.

The 2006 – 2007 fiscal year appropriation was specifically aimed at coordinating with Enterprise Florida to increase the number of insurance companies in Florida and provide data and technical assistance to current companies.

According to the recent report, in the months since, half of the appropriations have been awarded (July – November), OIR has made keynote presentations at 11 business conferences, and has participated in several panel presentations. Since July, the OIR has granted Certificates of Authority to 13 third-party administrators, one health maintenance organization, two foreign life and health insurers, and six foreign and two domestic property and casualty insurers.
