New Jersey, for example, has some of the most specific teen driving laws in the country, yet many parents don't fully understand them until their child is already behind the wheel. Combining what the law requires with a practical plan for vehicle selection, insurance, and household rules gives families a clearer path through this stretch than either piece alone.

What are New Jersey's teen driving restrictions?

New Jersey's Graduated Driver License (GDL) law phases teens into full driving privileges in stages, and includes a few provisions that surprise even longtime residents:

Decal requirement. Probationary drivers under 21 must display red decals on their front and rear license plates (the only state in the country with this rule) so law enforcement can identify newer drivers.
Passenger limits. Probationary drivers may generally carry only one non-family passenger, unless a supervising adult is present.
Curfew. Unsupervised driving is restricted after 11:00 p.m.
Phone use. New Jersey bans handheld phone use for all drivers, regardless of age or license stage.

According to the Insurance Institute for Highway Safety (IIHS), the risk of motor vehicle crashes for 16 to 19-year-olds is nearly 4 times the rate of drivers 20 and older — which is exactly what the GDL structure is designed to limit. Plymouth Rock data shows that the newest drivers have more than 40% higher auto accident claims frequency than young drivers with more experience.

What should parents know before a teen drives alone?

Meeting the legal requirements is the floor, not the plan. A few practices make a meaningful difference in those first months:

Set driving boundaries early and put them in writing. Many families find it useful to agree (before the keys are handed over) on approved routes, driving times and restrictions, passenger limits, weather conditions to avoid, and consequences for breaking the rules. Create a Parent-Teen Driving Agreement to set clear expectations.
Drive the actual route together first, at the actual time of day. School zone congestion, bus stops, and left-turn bottlenecks look very different at 7:45 a.m. than during a practice drive on a quiet weekend. And as the school year progresses, after-school activities, earlier sunsets and changing weather can introduce new challenges.
Address distracted driving before anything else. Distraction remains one of the leading factors in teen crashes nationally. Teens can reduce distracted driving by shutting off their cell phone, turning down the music and not eating while driving. Set the expectation — phones on do not disturb or in a bag, not a cupholder.

How does adding a teen driver affect car insurance in New Jersey?

Adding a teen driver to a family policy will change the premium, but the size of that change depends on factors many parents don't consider:

Which car the teen drives. Assigning a teen to the family's newest, safest, best-equipped vehicle, rather than an older hand-me-down can sometimes offset part of the cost increase while meaningfully reducing risk and helping keep your teen safe.
Safety technology in that vehicle. Automatic emergency braking, blind-spot warning, and lane-departure alerts are increasingly standard features, and they compensate for exactly the kind of situational awareness that takes new drivers years to build.
Coverage choices. Deductibles, liability limits, and how a teen is classified on the policy all factor into the total cost, and options vary more than most families realize.

Rather than waiting for a renewal notice to reveal the change, it's worth a proactive conversation with an insurance company or agent before a teen starts driving solo, both to understand the cost and to identify vehicle or coverage choices that reduce risk at the same time. Additionally, many insurance companies offer telematics programs that track users' trips and driving habits. These programs identify good and bad driving behaviors, such as texting while driving, and offer tips on ways to improve. Reviewing these behaviors can help start conversations about safe driving habits between parents and teen drivers. Telematics programs often offer discounts or rewards for safe drivers.

What should families discuss before handing over the keys?

Before your teenager takes the road, make sure they're fully aware of the risks and responsibilities that come with driving. These four conversations are worth having before handing over the keys:

Which vehicle the teen will drive, and why that choice matters for both safety and cost.
What routes, times, and passenger rules apply — beyond what the law requires.
How the household will handle phone use and other distractions.
What the insurance impact looks like, and what choices might reduce it.

A shared responsibility

Teen driver safety isn't just a policy issue — it's a family one. Parents, insurers, and regulators each play a part in keeping teens safe, but it's the conversations at home that really shape how a new driver feels behind the wheel. New Jersey's GDL law reflects real, data-driven thinking about how crash risk evolves as drivers gain experience, but laws only work as well as families understand them.
