The Liberty Company Insurance Brokers has appointed Jon Axel managing partner of its Los Angeles office. He joins from Hub International where he served as senior vice president.

Megan Smith has been appointed company partners manager for Ohio Insurance Agents. Smith joins from Grange Insurance where she served as a sales manager.

PMA Companies, part of the Old Republic General Insurance Group, has promoted John Santulli to president and chief operating officer. Santulli previously served as executive vice president of risk services and sales.

QBE North America, an operating division of QBE Insurance Group, announced the following appointments:

Jamie Luce - senior vice president
Julie Hespe - product leader for the company's commercial portfolio

Marianna Wilson has been appointed professional liability director for national accounts for The Independent Insurance Agents & Brokers of America's Big “I” Professional Liability Program. Wilson joins from the Independent Insurance Agents of Virginia where she served as program manager.

The Hartford has appointed Bruce Shuman chief digital and customer experience officer, a new position at the company. Shuman most recently served with Travelers where he held leadership positions in enterprise e-business and operations.

Jared Mathis has been promoted to executive vice president for Blue River Underwriters, a Breckenridge Insurance Group company. Mathis joined Blue River in 2012 to develop its property underwriting capabilities and will continue to lead the specialty property program.

Hanover Stone Partners LLC has appointed Barry E. Thompson to lead WorkersComp Guard, its latest national practice group. Thompson concurrently serves as president of Risk Acuity LLC, a national consulting firm he founded in 2002.

Thomas Duggan has been promoted to chief claims officer for Ironshore Environmental and will be located in their New York office. Duggan previously served as claims director.

Stephens Insurance LLC, an affiliate of Stephens Inc., announced the opening its P&C brokerage office in Birmingham, Alabama. The following appointments will lead its latest division:

Tice Young - senior vice president
Donna Sanford - senior vice president
James Kennedy - vice president
Marty Hall - account manager

Dallas-based legal representative Hermes Law announced that Nathan Shackelford and Ryan D. Brown have been added to its team of attorneys.

Gavin Shiels has been appointed senior vice president for JLT Specialty USA, a U.S. subsidiary of Jardine Lloyd Thompson Group. Shiels joins from Aon where he was senior vice president in the San Francisco office.

Chubb has appointed Scott Gunter senior vice president, Chubb Group, division president, North America commercial insurance. Gunter previously served as chief operating officer in Chubb's North America personal risk services division.

Sheryl Bolduc has been appointed to Sullivan Insurance Group's personal lines department. Bolduc has worked in the insurance industry for 34 years at several agencies in Central Massachusetts.
