Consumer representatives to the National Association ofInsurance Commissioners say in a letter to the Federal InsuranceOffice that effective insurance regulation requires greatertransparency and substantive regulation.

The letter also says that insurance regulation through marketcompetition "would be inadequate," and adds that regulatorymodernization "should not become deregulation by another name."
