The Public Entity Risk Institute, a nonprofit risk management training and educational organization, said the U.S. Department of Homeland Security has awarded a $750,000 development grant for systems and guidance to minimize liability risks when municipalities use volunteers.

The Fairfax, Va.-based PERI said this included research in the use of citizens and volunteers to support emergency responders.

PERI said the grant was awarded as part of the fiscal-year 2006 Citizen Corps Support Program operated by the DHS' Preparedness Directorate.
