The creator of a noncommercial Web site, www.wcleader.com, which organizes workers' compensation information so that various stakeholders can easily find items of interest, has issued a call for links and content to expand the database.

Gary Hinson, a senior manager for a major property-casualty insurer and a workers' comp specialist, updates and operates the site from home as an after-work-hours labor of love.

He asked that his employer not be identified because the company, he said, does not want to be linked to his Web effort.

Mr. Hinson said he would consider adding links for all Web sites submitted through the "guest book" feature, although he uses his own judgment to determine relevance.

He said he began the Web site in part to uphold the ideal that Chartered Property Casualty Underwriters "should assist in improving the public's understanding" of insurance. Mr. Hinson said he operates the site as an educational tool with no bias and "straight down the middle."

In addition to basic information and a glossary, the site arranges more than 1,000 links by state, national and international topics, as well as specialty areas for employers and injured workers.

The links include more than 100 for workers' comp insurers, 17 for Internet services to help an injured worker find an attorney, and dozens of international comp sites.

"A tremendous amount of workers' compensation information is in the public domain, for use by anyone who can find it," Mr. Hinson said. "The challenge is looking in the right place, especially since there are more than 55 different workers' compensation systems in the United States and search engines return millions of unorganized responses when you query this topic."
