Here's one operation a Staten Island doctor couldn'tperform.

Vladimir Kirkorov, a physiatrist/physical medicine andrehabilitation doctor, was recently convicted of insurance fraud,according to Queens, N.Y., District Attorney Richard Brown.Kirkorov was one of eight physicians charged in a majorinvestigation -- "Operation Sideswipe" -- by the DistrictAttorney's Rackets and Organized Crime Bureau, the New York CityPolice Department's Auto Crime Division, and the New York StateInsurance Department's Insurance Fraud Bureau.

In a four-year span, according to the Queens D.A., Kirkorovsubmitted fraudulent and exaggerated medical claims of over 24separate bills to nine insurance companies requesting reimbursementranging from $1,500 to $3,000 for a nerve conductionvelocity-needle electromyography test and $114 to $230 in initialconsultation comprehensive medical examinations that he claimed tohave performed at three clinics on motor vehicle accident victims.Although he did not perform these exams, the D.A. said, he wantedto collect insurance money under New York State's No-fault law. Hesought to collect $67,000 in false claims.
