With the Delaware River rising well above flood stage, NewJersey's Department of Banking and Insurance, with capital officesnear the riverbank, closed its Trenton, N.J., facilities for asecond day today.

The department said its 20 West State St. and 240 West State St.offices would be shut down "for health and safety concerns."

An announcement from the agency said previously designatedessential personnel should report to work. Field personnel shouldalso report to their scheduled field work assignments. Thecommissioner will designate essential staff and facilities withinthe department as necessary.
