Claims News Service, August 30, 9:15 a.m. EDT — Guy Carpenter's Instrat unit, which provides regular updates on major natural and man-made catastrophes that are likely to incur a significant loss to the insurance and reinsurance industry, has updated its report on Tropical Storm Ernesto.

Ernesto made landfall over the Florida Keys at around 11:30 p.m. EST yesterday evening before making a second landfall in south-west Miami-Dade County at around 2:00 a.m., the National Hurricane Center said. Maximum sustained winds at the time of landfall were 45 miles per hour.

Forecasters said Ernesto did not strengthen between Cuba and the United States as expected, meaning Florida should escape major damage from the storm. However, Ernesto is expected to bring heavy rain to Florida and Governor Jeb Bush said residents in south Florida can expect power outages and some flooding.
