New technologies being introduced promise help for law enforcement officers tracking fleeing vehicles, but they are no replacement for solid risk management practices.
One such technology, in a pilot test program initiated by the Los Angeles Police Department, consists of a Global Positioning Satellite tracking device encased in a glue-like substance. When aimed at fleeing vehicles, the device adheres, enabling police to track the fleeing vehicle by GPS–reducing dangers to law enforcement and innocent bystanders. Another is "stop sticks," which puncture the tires of fleeing vehicles.
From a risk-control perspective, law enforcement pursuit is almost always a "no-win" situation. The possibility of extensive property damage or the injury or death of officers, suspects and innocent third parties makes any pursuit undesirable. Still, fleeing criminals must be pursued.
