NCOIL Defends Web Policy

The recent attention surrounding the National Conference of Insurance Legislators decision to restrict access to portions of its Web site, www.ncoil.org, has misunderstood the NCOIL decision and has ignored the fact that numerous other national organizationsbe they legislative, regulatory, consumer or media-driveninstituted similar systems years ago.

Until Feb. 1, the day that the NCOIL password system became effective, the organizations Web site was the site of one of the few national associations that did not charge for its key work products. The National Association of Insurance Commissioners, the National Conference of State Legislatures, the Council of State Governments, and numerous others have long billed for documents like adopted model acts, issue reports and meeting minutes.
