Giuliani Expects Another Attack

White Sulphur Springs, W.Va.

Declaring that he expects another terrorist attack at some point, former New York City Mayor Rudolph Giuliani told a gathering of insurance leaders here that he saw no good reason why some form of federal terrorism insurance backstop has not already been put in place by Congress.

“I assume we will be attacked again,” Mr. Giuliani said early last week during the annual Leadership Forum of the Washington-based Council of Insurance Agents and Brokers. “I hope not,” he quickly added, “but it would be irresponsible if we did not think it.”
