NU Online News Service, May 9, 11:00 a.m. EST, Washington, D.C.–Legislation creating a federal backstop in the terrorism insurance market remains at a standstill in the Senate despite a Congressional Joint Economic Committee report saying that a "temporary" and "limited" program "appears to be appropriate."
