In light of Hurricane Lala, Hurricane Lowell, and Tropical Storm/Hurricane Nolo, the Insurance Commissioner has issued a declaration authorizing temporary assistance of nonresident independent adjusters. Nonresident adjusters will be allowed to operate in the state on a temporary basis in order to facilitate the amount of work generated by Hurricanes Lala, Lowell, and Tropical Storm/Hurricane Nolo to ensure that insurers respond to property owners' claims in a timely manner.

In accordance with HRS § 431:9-201(b), nonresident independent adjusters are allowed to operate without a license for up to 120 days from the original date of registration provided that:

1. The nonresident adjuster provides a copy of the current license from another state with licensing requirements similar to Hawaii's
2. An insurance company, independent adjusting company or insurance producer using a nonresident adjuster, shall within 3 days of commencement of work by said nonresident adjuster, shall provide on company letterhead:
   • The name of the nonresident adjuster
   • The nonresident adjuster's Hawaii mailing and business address and phone numbers
   • The nonresident adjuster's permanent home and business addresses and phone numbers.

Nonresident adjusters already in the state due to Hurricane Lala who complied earlier commissioner declarations and registration requirements, may continue to work in the state until January 23, 2027, handling losses for Hurricane Lala, Hurricane Lowell, and Tropical Storm/Hurricane Nolo.

Insurance companies, independent adjusting companies, or producers should use the Emergency Independent Adjuster Form to provide information on nonresident adjusters as required.
