I have a claim where the wind caused a transmission line to come down causing a surge into the insured's business, causing damage to a piece of equipment.
There is a question as to whether it originated away from the premises.
But, my question is further on in the Utility Services Exclusion, it states but if the failure or surge results in a Covered Cause of Loss then they will pay for that.
So, we go back to Covered Cause of Loss which is All Risk, so wouldn't they have to pay then?

The Utility Services exclusion states that if the surge or power failure results in a covered cause of loss, that damage will be covered. In the claim you describe, the equipment was damaged due to the result of the wind downing the utility line which caused a power surge to the equipment. A power surge is not a covered cause of loss, and thus the Utility Services exclusion applies. If the power surge caused a fire to the equipment, then that fire would be a covered cause of loss and the damage would be covered. However, if the damage is solely due to the power surge, then the exclusion applies.
