The New Jersey Department of Banking & Insurance published a bulletin announcing the signing of P.L.2025, c.285, placing minimum insurance coverage requirements on certain electric bicycles.
The act requires that motorized bicycles, including many types of electric bicycles, maintain insurance coverage. Low-speed electric bicycles are exempt from the requirement.
Owners of motorized bicycles that are principally garaged or operated in the state must comply with the act by July 19, 2026. Individuals who rent motorized bicycles to others must carry liability insurance that provides coverage against liability for bodily injury, death, and property damage.
The minimum limits that must be maintained are $15,000 per person, $30,000 per accident, and $5,000 for property damage. Insurers that are authorized to write private passenger automobile insurance may provide motorized bicycle coverage. Insurers issuing motorized bicycle insurance must have approved rates, rules, and forms on file with the Department.
