Is equipment(pumps) outside a building but connected to items inside the building by piping considered building or contents on a flood policy?

Section III Property insured of the current NFIP form describes pumps and machinery for operating pumps as Covered Building Property in paragraph 4.m. Therefore, the pumps and their connections are included as part of the building coverage, and not personal property.
