The Delaware Department of Insurance published a bulletin informing insurers of the adoption of the final export list.
The Surplus Lines Export List is a list of insurance coverages that can be placed with surplus lines insurers without the requirement of first performing a diligent search with admitted carriers. The list was developed after a public hearing on March 19, 2026, and is effective April 13, 2026.
The list does not change insurer eligibility standards—surplus lines placements must comply with 18 Del. C. Ch. 19.
