The Maryland Insurance Administration published a bulletin informing insurers that the US Postal Service Intelligent Mail Barcode meets the requirements of a “first-class tracking method,” defined in the Maryland Insurance Code.

MD Insurance Code §1-101(m-1) defines “first-class tracking method” as a“mail tracking method that provides evidence of the date that a piece of first–class mail was accepted for mailing by the United States Postal Service.” It continues, a first-class mail tracking method includes, “a certificate of mail, and an electronic mail tracking system used by the US Postal Service.”

The Administration states that the USPS Intelligent Barcode Mail system satisfies the requirements of a first-class tracking method and may be used when such a method is required under Maryland Insurance Code.
