The Pennsylvania Insurance Department published a bulletin announcing that the insurance commissioner has deregulated the form rate filing requirements for commercial fidelity and surety insurance.

All rates must still comply with applicable state law, including the Unfair Insurance Practices Act. Rates may also not be excessive, inadequate, or unfairly discriminatory.

The deregulation is effective January 17, 2026.
