The Texas Department of Insurance published an order responding to the Texas Windstorm Insurance Association’s request to increase its maximum limits across four lines of business.
The proposed maximum liability limits are as follows: a 2% increase to $1,809,000 for residential dwellings and individually owned townhouses and their contents; a 2.1% increase to $382,000 for contents of apartments, condominiums, or townhouses; a 2.8% increase to $4,547,000 for commercial and governmental structures and their contents; and a 2.0% increase to $119,000 for manufactured homes.
Insurance Code Section 2210.502 requires that TWIA propose inflation adjustments of its limits based on changes in the BOECKH Index. The proposal must be filed with the TDI, and the commissioner may approve, disapprove, or modify the filing. TDI finds that three lines of business have exceeded the weighted average of the BOECKH Index. Only the limit for manufactured homes did not exceed the BOECKH Index.
As a result, TWIA’s proposed maximum liability increase for windstorm and hail insurance policies for manufactured homes is approved. The proposed increased limits for dwellings, contents of an apartment, condominium, or townhouse and their contents, and commercial and governmental structures and their contents are disapproved. The order applies to policies delivered, issued for delivery, or renewed on or after January 1, 2026.
