In 2024, the Hawaii Hurricane Relief Fund (HHRF) was reactivated by Gov. Josh Green, M.D. in response to the burgeoning property coverage crisis. The HHRF offers commercial property coverage for the risk of hurricanes to the owners’ associations of condominium and townhouse communities. The division began accepting applications for this coverage on June 24, 2025 and continues to accept applications, so long as the application is made through a licensed producer.
The Hawaii legislature codified the coverage offered under the HHRF. While the legislation is awaiting the governor’s signature, applicants may obtain coverage through the Seventh Emergency Proclamation Relating to Condominium Insurance Stabilization, which was issued by the governor on June 6, 2025. Eligible associations must fulfill both of the following requirements:
(1) The association must have had a prior application for hurricane coverage rejected by a minimum of two insurers doing business in and licensed by the state of Hawaii; and
