The Alabama Department of Insurance published a bulletin announcing a temporary moratorium on the registration and licensing of new captive insurers and risk retention groups in the state.

Effective March 3, 2025, the Department will not accept new filings for captive insurers and risk retention groups. Any application submitted before this date is not subject to the moratorium and will be reviewed and processed.

The moratorium is temporary and may last up to six months or longer. The exact time period will be announced in a bulletin to be published in the future
