We have a question regarding personal property to maintain the insured premises. Here is the policy language involved.
1. Buildings. The buildings and structures at the location described in the Declarations, including: a. b. c. d. COVERED PROPERTY completed additions; permanently installed fixtures, machinery and equipment; outdoor fixtures; personal property owned by you that is used to maintain or service the buildings, structures or location, including: (1) (2) (3) (4) fire extinguishing equipment; outdoor furniture; floor coverings; and appliances used for refrigerating, ventilating, cooking, dishwashing, or laundering and grounds maintenance equipment; e. exterior glass, including lettering, ornamentation and frames immediately encasing the glass; a. b. personal property you own that is used in your business; personal property of others: 2. Business Personal Property. Personal property located in or on the buildings at the described location, or in the open or in a vehicle within 500 feet of the described location, including: (1) (2) that is in your care, custody or control; plus the cost of labor, materials or services furnished or arranged by you on personal property of others. This coverage is without regard to your legal liability; or that is leased personal property for which you have a contractual responsibility to insure. SECTION I – PROPERTY c. tenant's improvements and betterments. Improvements and betterments are fixtures, alterations, installations or additions: (1) (2) made a part of the building or structure you occupy but do not own; or
The insured owns a Cat Skid Steer to use on his car lot to maintain the property. It is not for sale. It burned up. Would it be covered under the building coverage or BPP?

We do not see an exclusion for this type of equipment (CAT Skid Steer) in the ISO CP 00 10 form, as long as it is not required to be licensed for road use. If required to be licensed for road use, the following is not covered property:
p. Vehicles or self-propelled machines (including aircraft or watercraft) that: (1) Are licensed for use on public roads; or
As long as it is not licensed equipment, and it is used for maintenance of the insured's property, using the language you provided it would be covered as "personal property owned by you that is used to maintain or service the buildings, structures or location, including … grounds maintenance equipment".
However, it would be valued at actual cash value per the following Valuation provision:
However, the following property will be valued at the actual cash value, even when attached to the building: (1) Awnings or floor coverings; (2) Appliances for refrigerating, ventilating, cooking, dishwashing or laundering; or (3) Outdoor equipment or furniture.
