The Colorado Department of Regulatory Agencies Division of Insurance published a bulletin announcing the amendment of one bulletin and the adoption of two others.
Bulletin B-1.6 is on the inspection, copying, and procurement of public records from the Division. The Division possesses many public records that are subject to Colorado's open records laws. Members of the public can request access to those records. Requests must be submitted in writing.
The types of records that can be requested include corporate files, financial records, financial examination reports, market conduct examination reports, consumer complaints, rate and form information, and others. If confidential information is contained in those records, as determined by the Division, it won't be released to the public.
The Division will respond to written requests within 3 business days with either the requested records, a cost estimate to produce the records, or to ask for clarification about the request. If producing the requested records will take more than one hour of staff time, the Division will give a cost estimate. The Division may charge $41 per hour of staff time past the first hour required to produce the records.
Bulletin B-1.38 provides a list of bulletins that are no longer necessary due to recent legislation and have been withdrawn.
Bulletin B-4.142 explains that the definition of short-term limited duration insurance (STLDI) has been revised. This type of health insurance coverage is generally used to fill coverage gaps when a person is switching from one health insurance plan to another. The federal government has changed the allowable duration of STLDI plans to no more than 3 months, and up to 4 months with renewals. The changes are effective as of September 1, 2024.
