When terms aren't defined in a policy courts turn to a standard desk reference since that is what is accessible to most insureds. Merriam-Webster online defines hand tool as a small tool such as a hammer or wrench that does not require electricity. Other online sites agree – hand tools would be screwdrivers, wrenches, pliers, axes, anything that operates solely on the physical energy of the person holding the tool.
Battery-powered drills, while small and easily held in the hand, would be considered power tools, since they need energy from a battery to work. This site explains it well: https://safetyculture.com/topics/hand-and-power-tools/
