If a Building's Keys Are Stolen, Does Insurer Pay to Change Locks?

If the insured has a commercial building policy and the building keys are stolen, do we allow for payment for changing the locks?

The locks suffered no direct physical loss or damage and thus changing the locks would not be covered.
