The Louisiana Department of Insurance finalized the promulgation of Regulation 136—Fortify Homes Premium Discounts.
The regulation requires property and casualty insurers to offer premium discounts for homes that meet IBHS's FORTIFIED standards. Homes must be built or improved to meet IBHS's standards and receive a FORTIFIED designation. The program focuses on roof standards in order to mitigate losses caused by hurricanes or other catastrophic losses.
Insurers must offer discounts in accordance with the rates published here. If an insurer wants to offer discounts below the published rates, it must file a request with the commissioner for approval and include actuarial justification. If an insurer wants to offer additional discounts, it may do so without approval if the discount is actuarially justified.
