Under a standard CGL coverage form, is an alleged illegal strip search resulting in bodily injuries covered?

It could be. If the claim for bodily injury is considered under section A of the CGL form, as long as there was no intent to injure the claimant, this could be an occurrence and there is no exclusion that would apply. If the claim is considered under section B of the CGL form, consequential bodily injury is covered if the definition of personal and advertising injury is met and there are no exclusions that would apply. So, you need to get all of the facts pertaining to the incident before any decision on coverage is made.
