Unattached Sign Excluded from Coverage

The form is CP 00 10 10 00. The issue is a fifteen to twenty foot permanent sign that is embedded in concrete and has been wind damaged. Would this be covered as a fixture under A. 1. a. (2), or is it property not covered under A.2.p (2).?

If the sign is not attached to the building, it is considered property not covered, so it would be excluded.
