Members of the National Association of InsuranceCommissioners Tuesday elected Ted Nickel, the Wisconsin insurance commissioner, tobe the group's president for 2017.

NAIC members also elected Julie Mix McPeak of Tennessee president-elect,Eric Cioppa of Maine vice president andDavidMattax of Texas secretary-treasurer.

All four of the 2017 NAIC officers were appointed to their postsby Republican governors.

Currently, John Huff ofMissouri, who was named to his post by a Democraticgovernor, is NAIC's president, Nickel is the currentpresident-elect, McPeak is the vice president and Cioppa is thesecretary-treasurer.

NAIC members chose their new officers Tuesday at a meeting inMiami Beach, Florida.

Regs, laws, operating procedures

The Kansas City, Missouri-based group helps state insuranceregulators discuss financial services regulation issues and developlaws, regulations and operating procedures.

Nickel, the group's in-coming president, attracted nationalmedia attention this summer. The Obama administration proposedautomatically shifting Affordable Care Act exchange plan enrolleeswho lost their coverage because of carrier exits into similar plansfrom other carriers. Nickel argued that the automatic shiftviolated many states' laws and regulations. The administration wentahead with shifting enrollees into new plans automatically, but itincluded provisions that are supposed to accommodate state laws andregulations that prohibit automatic shifts.

Nickel has also been visible in international insuranceregulation efforts. In May 2015, he moderated a NAIC forumfeaturing insurance regulators from around the world. Theregulators talked about efforts to supervise financial servicescompanies that consist of two or more separate legal entities.

Nickel has a bachelor's degree in business from ValparaisoUniversity. He worked for about 18 years in governmental andregulatory affairs at Merrill, Wisconsin-based Church MutualInsurance Co.
