David Miller, a former chief catastrophe aid official in Iowa,has been appointed head of the National Flood InsuranceProgram.

Miller, former administrator of the Iowa Division of HomelandSecurity and Emergency Management, will be joining the FederalEmergency Management Agency shortly, FEMA officials confirme. FEMAadministers the NFIP.

|

Miller will succeed Ed Connor, currently acting NFIP head.

|

Officially, Miller's title will be associate administrator forthe Federal Insurance and Mitigation Administration.

|

Miller served in Iowa from 2004 to this year. He also servedwhile in Iowa as the governor's authorized representative for 11president-declared major disasters.

|

He was responsible for the execution of Hazard Mitigation grantfunds in excess of $350 million dollars.

|

FEMA officials say that while serving in the Iowa post, thestate achieved national accreditation under the EmergencyManagement Accreditation Program and was one of only 12 states tohave an approved Enhanced State Hazard Mitigation Plan allowing forincreased mitigation funding under the Hazard Mitigation GrantProgram.

|

Miller also worked at the Iowa Division of Homeland Security andEmergency Management, prior to serving as administrator, from 1989to 2004 in roles including chief of staff, program manager, andexecutive officer.

He has also served as the president and vice-president of theNational Emergency Management Agency, as well as chair of theLegislative, Homeland Security, and MitigationCommittees.
