Missouri's top insurance regulator has been proposed for a newpost within state government.

Missouri Gov. Matt Blunt announced that he has nominated DougOmmen, director for Insurance, Financial Institutions andProfessional Registration, to the Missouri Administrative HearingCommission.

The commission is a neutral, independent, administrativetribunal that decides disputes between state agencies and anotherparty--usually a private person or corporation.

Gov. Blunt in disclosing the nomination said Mr. Ommen had been"instrumental in improving customer service and efficiency" at hisdepartment, "especially as the department took on moreresponsibilities over the last three years."

The governor said he is certain Mr. Ommen's "experience asdirector will be invaluable to the commission."

Mr. Ommen said in a statement that he is "deeply grateful toGov. Blunt for giving me the opportunity to serve Missouriconsumers through my work as department director, but I lookforward to this new challenge as I continue my service to thecitizens of this state."

Before becoming director, Mr. Ommen served as the deputydirector and general counsel for the department.

The Administrative Hearing Commission typically decides casesafter a trial type hearing, listening to evidence and argumentsfrom the state and the other party. Any party, including the stateagency, may seek review of the commission's decision from thejudicial branch.

Director Ommen will replace June Doughty. His nomination issubject to Senate confirmation for a term ending April 18,2014.
