Carroll Fisher, the insurance commissioner for Oklahoma who isfacing criminal charges and an impeachment investigation, has filedto run for the United States Senate. “It's an opportunity of alifetime,” said Fisher, when asked why he is filing in the midst ofsuch personal tumult. “It's a window that's open, and I'm willingto take the opportunity to step through.”

Fisher has been accused of felony charges related to operating acharity illegally, accepting inappropriate gifts, driving whileintoxicated, and embezzling insurance education funds. In mid-July,Fisher testified at an Oklahoma County District Court that all ofthe funds can be accounted for and that he is proud of theeducation programs developed under his supervision. He maintainsthat he is innocent of the charges.
