A former insurance agent, Courtney Pleasant, has been charged with organized fraud after allegedly selling payroll and workers' compensation products without the proper license. Pleasant, whose license was revoked last September, formerly operated the Leesburg-based Legendary Insurance and Financial Services. He had held a license to sell life and health products, but offered employers payroll and workers' compensation coverage. A later investigation by the Department of Financial Services, Division of Insurance Fraud found that Pleasant not only failed to provide the coverage, but also bilked employers out of $16,000 in withholding taxes and $2,800 in administrative fees related to the non-existing workers' comp policies. Pleasant's alleged fraud forced employers to repay the taxes to the government and pay interest and penalties.
Pleasant was previously arrested in April 2006 and June 2006 on 18 counts of unrelated charges of theft, forgery, and fraud. He was convicted of the charges and was sentenced to two years of community control, 15 years of probation, and was ordered to pay restitution.
