A growing number of California wildfire survivors may soon face a second crisis: the loss of temporary housing support tied to insurance claims and federal disaster programs.
According to a recent survey from Department of Angels, nearly half of the questioned Los Angeles wildfire survivors said they have already lost insurance coverage for temporary housing or expect to lose it within a year. The report found that roughly two-thirds of respondents remain displaced nearly 500 days after the fires.
The findings underscore mounting pressure on insurers, public agencies and housing markets as catastrophe recovery timelines extend well beyond traditional claims assumptions. Many homeowners continue to face rebuilding delays tied to labor shortages, permitting bottlenecks and rising construction costs.
The issue also highlights the growing importance of Additional Living Expense (ALE) coverage adequacy. Consumer advocacy group United Policyholders recently reported that 69% of total-loss respondents from the 2025 Los Angeles wildfires believe they were underinsured for rebuilding costs.
Federal and state officials are attempting to bridge the widening gap. California Governor Gavin Newsom recently requested a 12-month extension of FEMA housing assistance programs for wildfire survivors, potentially extending support through July 2027. Meanwhile, FEMA continues to offer Continued Temporary Housing Assistance for eligible displaced residents whose insurance benefits have been exhausted.
For carriers, the situation may intensify scrutiny around policy language, ALE limits and catastrophe modeling assumptions. Extended displacement periods are becoming more common as severe weather events intersect with constrained housing supply in high-risk markets like California.
Industry analysts say insurers may increasingly reevaluate underwriting, pricing and policy structures in wildfire-prone regions as recovery costs become more prolonged and complex.
