Tort reform describes an array of judicial actions aimed at regulating lawsuits, curbing “legal system abuse,” and ultimately degrading insurance premium increases and other economic headaches triggered by high-dollar litigation and settlements.

Insurance industry leaders believe such measures are necessary to curb frivolous lawsuits. Three of them recently joined PropertyCasyalty360 Chief Editor Elana Ashanti Jefferson on LinkedIn for a discussion about the current legislative momentum behind tort reform.

The event happened in conjunction with the “50 State of Insurance in 2025” project published by PropertyCasualty360 during the July Fourth holiday week.

Participants examined how reform is surfacing nationwide as well as arguments for and against these measures.

The three panelists were:

Joey Daryanani, vice president of Operations Shared Services, CSAA: Daryanani has been with CSAA for nearly four decades. He currently oversees both internal and external insurance operations, including supporting Claims and Policyholder Services, and enhances the organization's internal capabilities and resources. Additionally, Joey is a member of CSAA’s AI Council and spearheads initiatives addressing social inflation and legal system abuse, which continues to present ongoing challenges in the insurance industry.

Sean Kevelighan, president and chief executive officer, Insurance Information Institute: Kevelighan previously served as group head of public affairs for Zurich Insurance Group and in various public sector posts in Washington, D.C. As a political appointee in the administration of President George W. Bush, he served in the Department of Treasury as a spokesperson for economic issues and eventually as senior adviser for the Office of Tax Policy. Kevelighan was also the press secretary for the White House Office of Management and Budget. Additionally, he worked on Capitol Hill, serving on the staff of members of Congress, and in the private sector, including at public affairs firms.

Wes Bissett, senior counsel, Government Affairs, The Big "I", and president, The Bellemore Group:  For nearly 30 years, Bissett has represented the independent agent and broker community and has offered his policy, legal and political expertise to efforts that enhance the insurance marketplace.  He advances the legislative and regulatory interests of the Big “I” members before state legislatures, insurance regulators, and organizations such as the National Association of Insurance Commissioners and the National Council of Insurance Legislators.  He is an expert on a wide range of insurance industry issues facing federal and state policymakers and serves on a variety of industry-related committees and boards, including the Boards of Directors of the National Insurance Producer Registry and Smart Home America.
