West Virginia Gov. Earl Ray Tomblin has appointed Michael D. Riley acting insurance commissioner of the state Offices of the Insurance Commission.

Tomblin replaces Jane L. Cline, who in May announced her retirement effective June 30. Cline has been chief of insurance in the state since 2001.

Tomblin started with the state insurance commission in 2001 as an administrative services manager and has since become the assistant commissioner of regulation. He was a project manager as the state privatized its workers' compensation system, says a statement from Riley.

"I am confident that Mike's knowledge and experience gathered over the course of his almost 10 years at the Offices of Insurance Commission, coupled with Jane's legacy of thoughtful leadership skills, makes him well-suited to lead the agency and take on the continuing challenges that face the insurance commission," Riley says.

Riley has a master's degree in business administration and an undergraduate degree in finance, both from Marshal University.
