Progressive Insurance Company's website scored highest overall in a Keynote Systems evaluation of 12 insurers, beating other insurers in three out of four categories and all five tasks Keynote evaluated.

Progressive scored 85 out of 100, beating out top-five finishers GEICO (79), Nationwide Insurance (73), Esurance (69) and Liberty Mutual (65).

Keynote evaluated the websites based on four categories: functionality, ease of use, privacy and security, and quality and availability. Progressive scored first in all categories except "ease of use," where the Mayfield Village, Ohio-based insurer finished second to GEICO.

Keynote also evaluated how the websites accommodate the completion of specific tasks. Progressive scored highest in all five tasks examined, including getting insurance, viewing policy information, check and bill pay, getting service, and learning and planning.

GEICO finished second in all five tasks, while Nationwide finished third in all tasks besides "get service," where Nationwide finished fourth. Esurance took third spot for that task.

Insurers' websites ranked 6-12 were State Farm (62), Allstate (61), 21st Century (60), MetLife (55), The Hartford (53), Farmers (49) and Travelers Insurance (48).

Keynote said the scorecard is created and maintained by a team of its analysts. "To collect scorecard data, our analysts follow a rigorous research process that includes interviewing and surveying scorecard companies, opening accounts with firms for direct website examination, and conducting automated site analysis.
