Paulette Thabault, commissioner of Vermont's Department of Banking, Insurance, Securities and Health Care Administration (BISHCA), has resigned from her position.

Deputy Commissioner Mike Bertrand will be appointed commissioner of the department, according to Governor Jim Douglas.

Ms. Thabault will be leaving state government to take a position with CVS Caremark MinuteClinic, Gov. Douglas said in a statement.

Ms. Thabault said, "It has been an honor and privilege to serve the citizens of Vermont as commissioner at BISHCA. I am confident that the coordinated efforts of the BISHCA team along with others in the state will successfully meet the challenges and opportunities of federal health care reform in the months ahead."

Deputy Commissioner Bertrand will become commissioner in mid-June, according to the governor's office.

Before being appointed deputy commissioner at BISHCA, he served as deputy secretary of administration, commissioner of the Department of Labor and Industry, and as deputy legal counsel and special assistant to Gov. Douglas.
