New York-based insurance brokerage Integro announced it has hired a former New York Insurance Department deputy superintendent who helped draft the state's controversial disclosure rules, as its chief compliance officer.

Integro said it has named Robert H. Easton, 38, as deputy general counsel and chief compliance officer, effective April 19.

Since 2007, Mr. Easton served as deputy superintendent and general counsel for the insurance department. Prior to working for the insurance department, he served as deputy solicitor general of the New York State Department of Law. Prior to entering the public sector, Mr. Easton was a commercial litigator at Sidley & Austin in New York.

Integro said that as a deputy superintendent he presided over the promulgation of rules governing brokers' disclosure to consumers of compensation received in insurance transactions.

Those rules, which take effect next year, have been criticized by at least two independent agent associations, and the Independent Insurance Agents & Brokers of New York has said it plans to file a suit to halt their implementation.

"Rob brings vast industry experience and a track record of effectiveness and success to Integro," said Peter Garvey, Integro's president and chief executive officer, in a statement. "His extensive knowledge of insurance regulation and his concern for those adversely affected when transparency is lacking will serve to further advance and protect Integro's clients."

"The decision to leave the high calling of government service was not an easy one; the opportunity to join Integro, however, was the overriding factor," Mr. Easton said.

Mr. Easton will report to Integro General Counsel and Managing Principal William P. Costantini.
