Al Ater will serve as chief deputy commissioner of insurance for the Louisiana Insurance Department, Commissioner Jim Donelon said.

Mr. Ater, former Louisiana secretary of state, will manage the department's day-to-day operations effective Jan. 11, Mr. Donelon said.

The appointment will be a return to the Insurance Department for Mr. Ater, who served as chief deputy commissioner from 2004 to 2005, the department noted. He then served as first assistant at the Department of State before being named secretary of state in July 2005.

An Insurance Department statement said Mr. Ater is "a private businessman, a farmer and a former state representative, having been elected to the Louisiana Legislature in 1984 and again four year later without opposition."

The department also announced that Deputy Commissioner Denise Brignac will become the department's chief of staff after serving as chief deputy commissioner since February 2008.

Ms. Brignac is a former deputy commissioner of the department's Office of Financial Solvency, the department said. She will continue to serve as the commissioner's designee on the board of the Louisiana Citizens Property Insurance Corporation where she is chairwoman of the board.
