An investigation by the state's Division of Insurance Bureau of Workers' Compensation Fraud, the Division of Workers' Compensation Bureau of Compliance, and other law enforcement agencies has resulted in the conviction of three individuals on a number of charges associated with a workers' compensation fraud scheme.

David Touchet, of El Cajon, Calif., Robert Jennings, of Danville, Ill., and Robert Standridge, of Tempe, Ariz., have been accused of using shell companies to sell workers' compensation coverage to unsuspecting business owners. They were found guilty of mail fraud, wire fraud, and money laundering. The three could face up to life in prison and fines of up to $17 million.
