A measure requiring construction and demolition projects in New York City to have general liability insurance has been signed into law by New York Gov. Eliot Spitzer.

The legislation, which is effective immediately, was signed by the governor on Tuesday. The bill is an amendment to the city's administrative code related to safety requirements during excavation.

Under the changes in the legislation, any one-story or 10-foot excavation work that is performed must provide supports for adjacent properties.

The liability insurance portion of the legislation requires contractors to obtain coverage for harm to adjacent property owners and tenants.

Before the bill was enacted, there was no such provision in the city building code. Passage of the measure was urged by Mayor Michael Bloomberg. It was sponsored by Sen. Frank Padavan, R-Queens and Assemblyman James F. Brennan, D-Brooklyn.
