Julian James, director of worldwide markets at Lloyd's as well as an active spokesman for the market in the United States during his nine years on the job, is leaving this spring to join Lockton International Brokerage.

The announcement from London-based Lockton said Mr. James will be taking the newly-created position of executive chairman of international operations later this year. Lloyd's said he would be leaving in April.

Richard Ward, chief executive officer of Lloyd's, said in a statement that Mr. James has been "instrumental in rebuilding and developing Lloyd's global presence."

"His initial focus was on dealing with the regulatory issues arising from R&R," he noted, referring to the market's Reconstruction and Renewal Plan to resolve long-tail environmental and asbestos liabilities threatening the solvency and reputation of Lloyd's for a time.

Mr. Ward also hailed Mr. James for "building confidence among brokers, risk managers and the wider market," and cited his "key role in rebuilding Lloyd's brand and communicating its achievements more effectively."

In addition, "in recent years he has helped to expand Lloyd's global presence by improving the market's position in the U.S., building a position in Asia, helping to gain access to the Chinese market, and coordinating the market's response to 9/11 and Hurricane Katrina," according to Mr. Ward, who joined Lloyd's as its new CEO last April, coming from an online energy futures market. Mr. James had been seen as a possible candidate for the post of Lloyd's chief executive.

"I want to thank Julian for his hard work and dedication and wish him the best in his new role," Mr. Ward concluded.

During his tenure at Lloyd's, in addition to developing the market's global presence, Mr. James managed its 74 trading licenses.

His other activities included global branding, communications, media relations and government affairs.

He began with Lloyd's in December 1997 as head of the North America Business Unit. Before that he had been development director of the Sedgwick Energy and Marine brokerage.

Besides Mr. James, Lockton also announced the appointment of Chris Brown as executive chairman of its Corporate Risk Solutions Division. Mr. Brown was with Marsh European Risk Management.

Paul Jack was named executive chairman of the International Division. He was previously managing director of JLT Re.

Neil Nimmo was named executive chairman of the Global Professions and Financial Risks Division. He was previously chief executive of the U.K. Finpro operations at Marsh.
