With the Delaware River rising well above flood stage, New Jersey's Department of Banking and Insurance, with capital offices near the riverbank, closed its Trenton, N.J., facilities for a second day today.

The department said its 20 West State St. and 240 West State St. offices would be shut down "for health and safety concerns."

An announcement from the agency said previously designated essential personnel should report to work. Field personnel should also report to their scheduled field work assignments. The commissioner will designate essential staff and facilities within the department as necessary.

Yesterday Gov. Jon Corzine sent home all nonessential employees working in the Trenton area, citing health and safety concerns.

Government facilities that were closed early yesterday remained closed, but the State House and its Annex remained open.
