James Lee Witt, former FEMA director, and James Loy, former deputy secretary of the U.S. Department of Homeland Security, have formed ProtectingCalifornia.org, a subsidiary of ProtectingAmerica.org, an organization they co-chair. It will support efforts to protect Californians from the consequences of catastrophic earthquakes, storms, or other large-loss events.
