A survey conducted by the New York Department of Insurance ranked Progressive Insurance Group the highest among the top 10 auto insurers in the state for receiving the least number of credible consumer complaints among its private passenger insurance customers.

The Mayfield, Ohio-based company ranked 16th overall in the survey for the department's 2005 Annual Ranking of Auto Insurance Complaints.

American Modern Insurance Group of Ohio placed first overall, while Massachusetts-based Electric Insurance Company ranked second, with neither company receiving a complaint that was upheld by the department.

The three auto insurers with the most complaints in relation to their premiums were Long Island Insurance Company (46th), Infinity Property & Casualty Insurance Group (47th) and Empire Insurance Company (48th).

In compiling the ranking, the department analyzed the number of complaints filed against auto insurers in the previous calendar, assessed how many were determined to have merit and calculated these trends in the context of an insurer's total premium written statewide. Because of the obvious difference in premium size, the department said the rankings were adjusted by premium size.

The department's Consumer Services Bureau closed a total of 13,023 private passenger complaints in 2004, with 7,233 of them either withdrawn or not upheld, the department said.
