Eleanor Kitzman, director of the South Carolina Department of Insurance, has announced that Jeffrey Kehler has joined her senior management staff as program manager for the Alternative Risk Transfer Services division (ARTS), more commonly referred to as captive insurance.
Mr. Kehler has previous captive experience with Liberty Mutual, CNA and Captive Resources Inc., the department said.
The public information officer for the department, Ann Roberson, said she could not provide information on Mr. Kehler's salary. She said Freedom of Information Law requests for that data should be sent to her, but did not respond to a faxed and e-mailed FOIL request. A spokesman for Gov. Mark Sanford said the state is not required to furnish data on employees who are paid less than $50,000.
Since enacting captive legislation in 2000, South Carolina has become the third largest domicile for captive insurers in the United States.
Director Kitzman said Mr. Kehler's "wealth of experience, knowledge and skills is just what we need to take South Carolina's captives program to the next level and to insure that we continue to be a preferred domicile."
Following a short training period, Mr. Kehler will assume overall management responsibility for the ARTS division from Leslie Jones, the department said.
Ms. Jones will assume a new position with the department as an executive assistant, consulting actuary, where she will serve as liaison to the National Association of Insurance Commissioners (NAIC) for actuarial, life/accident/health and captive issues.
She also will retain primary responsibility for securitizations and will be available to the captives program on an as-needed basis.
Mr. Kehler will be based in Columbia and will report to Tim Baker, deputy director for market services. Clayton Ingram will continue in his role as Business Development Manager reporting to Mr. Kehler.
