Mr. Calloway, who owns a State Farm Insurance agency, notified Republican Gov. Mitch Daniels last week that he was withdrawing his name from consideration for the post.

Gov. Daniels told the Indianapolis Star that Mr. Calloway decided not to become insurance commissioner because of the personal and financial disruption to his business that taking the post would cause him.

"I am disappointed but understand that everyone cannot make a commitment to public service," said Gov. Daniels.

When the governor named Mr. Calloway to the post on Dec. 29, he said the department had a "national reputation for slowness and poor service."

Gov. Daniels, the budget director in the Bush Administration, unseated the Democratic incumbent, Joseph Kernan, last November.

Mr. Calloway, 58, was the first minority appointment in the Daniels administration. A combat infantryman who fought in the Vietnam War, he started his own insurance business 19 years ago after serving as a welfare caseworker in his native Evansville.
